Mobile phone advice please

I have a bog-standard no frills Samsung mobile using the Avea network which is set for Turkish use only, ie no international calls.  I only realised the problem with this when my bank tried to text me a passcode so that I could complete an online transaction.  Is it difficult to get the phone reset to receive international calls and texts and would this incur much in the way of expense?
Your advice would be much appreciated.
