Wooly Aphid.

I noticed a month or so ago,that I had wooly aphid on my fruit trees.I had sprayed them in the dormant season with winter wash.They are back and now more obvious despite treating 4 weeks ago with meth spirit.Any suggestions,or am I on the wrong track?
