SGK Turkish workers contributions

I was chatting to a Turkish friend and we were discussing health cover and we got talking about SGK.

From what I can gather if a Turk is in employment his employer pays the contribution of approx TL390/400 per month. This covers the worker and his family.

If a person is not employed they apply to the government for a "Green Card" which covers the family for free health cover.

The employee receives a small family allowance if  the worker has children; it is paid by the government to the employer who passes it on to the employee.

Any comments please?

Lots of problems in the past as employers have not paid the SSK contributions, and sometimes not even salaries. I think green card covers for treatment in Devlet, government hospitals, only, though could be wrong. It would not take the place of the SSK payment  to the hospital if a Turkish person wants to be treated by a private hospital, such as Esnaf or Letoon.
