What puzzles me is that, presumably, this sort of thing happens in lots of countries and yet seems to get reported disproportionally when it happens in Turkey.

At 15 and a half I joined the3 Navy.
Some months later I was in Yemen with a gun.
I don't think flying by yourself at 15 is very wrong.

Lets face it, flying these days is just like taking a bus.

Steve, I do not think the flying at 15 years of age was the issue, IMO, the what and where she was flying to at 15 is. $:-\$
